In a 10 October public statement, Microsoft CEO Satya Nadella argued that advanced AI systems should separate the model from the harness that orchestrates its work. He called for controls and safeguards outside the model, tamper-proof human-readable records of meaningful actions, continuous testing, containment, and an authorized person who can pause or shut down a model during a task. This is a proposal for an operating model, not a released product, policy, or technical standard.
Teams deploying agents increasingly have to govern a whole system—tools, permissions, network access, logging and escalation paths—not merely choose a model. The proposal is a useful design lens: make controls independently enforceable and make consequential actions reconstructable without relying on the model’s own account.
