Microsoft’s AI Builder licensing documentation says that from 1 November 2026, new or renewed Power Platform and Dynamics 365 licenses no longer receive seeded AI Builder credits. AI Builder features in Power Apps and Power Automate can consume available AI Builder credits, or Copilot Credits where AI Builder credits are unavailable; agents and agent flows consume Copilot Credits.
Teams with production AI Builder actions should map renewal dates, forecast Copilot Credit consumption, allocate capacity by environment, and test billing fallback paths so business-critical agents, applications, and automated flows are not unexpectedly blocked.
